| Personal service, as reiuqred in the bill, would establish a higher standard of service for paternity actions than all other civil actions. This higher standard does not directly address paternity fraud or prevent fraud in the future but instead would adversely impact the establishment of paternities. Thousands of paternity judgments are established timely each year by serving individuals by substitute service or by mail. The bill’s requirement of personal delivery service would severely delay this process, but more important, would provide biological fathers the ability to evade service of process [my emphasis], preventing the establishment of paternity in the majority of these cases and allowing the avoidance of parental responsibilities. This would directly impact child support collections and would jeopardize California’s ability to meet federally reiuqred performance measures putting California at risk of losing up to $40 million in federal funds. [emphasis added]In addition, AB 2240 has substantial federal compliance problems that would adversely affect California. The bill’s requirement of a paternity questionnaire, signed by themother, would prevent the filing of a paternity action in cases against the father if the mother is deceased or unavailable, or if she simply refuses to cooperate. This would prevent moving ahead on cases even if other evidence establishes paternity. This would also apply to foster care cases where federal law requires the establishment of paternity and child support. AB 2240 would prevent California from proceeding on a large number, if not most, of foster care cases, putting California out of compliance with federal law.This is about money. Many states depend upon federal grants to support their child support systems. If the states can't declare the guys these whores are married to to be the fathers of those bastard children, then they can't declare any guy to be the father of those bastard children when the actual father isn't known. That means states lose tens of millions of dollars in federal grants - which means those states have to raise taxes to pay for the welfare that those women will surely need...because those women are going to need it when their husbands divorce them and they're left to pay for those kids on their own.This is about money. It's that simple. And that money is going to come from somewhere. Ta treti rada: I) obor spojitosti fx: Z moore-osgoodovy vety vyplyva, ze kdyz fn jsou spojite a stejnomerne konverguji k f tak i f je spojita, takze je potreba dokazat stejnomernou spojitost jses na (0, oo), takze se to da delat Weierstrasovym kriteriem - to znamena najit supremum pres x funkce fn - mne vyslo, ze lim k nule z fn je nula, limita k nekonecnu taky, takze supremum bude nejaky lokalni extrem - takze si spocitas f'n(x) (derivujes podle x) a tuhle funkci polozis rovnou nule, me vyslo, ze se rovna nule pro x = 1/n, takze supremum fn je v bode 1/n, takze dosadis 1/n do predpisu pro fn a vyjde ti nejaka funkce v promenne n - tuhle funkci oznacis treba a(n) A ted je potreba dokazat, ze suma a(n) konverguje - me vyslo, ze se tahle rada chova skoro jako 1/ ( n ^ (3/2) ), ale tady uz jsme docela daleko na to, abych si za tim vysledkem stal, kazdopadne jestli suma a(n) konverguje, tak suma f(n) konverguje stejnomerne - me teda vyslo ze jo, takze f je spojita na (0, oo). II Kde existuje derivace? potrebujes vetu o zamene sumy a derivace - to znamena i) zachytny bod, ve kterem konverguje suma fn - to je cokoli z (0,oo), protoze tam to vsude konverguje - to jsme zjistili pred chvili ii) musi existovat vlastni derivace f'n - ty existuji skoro vzdycky, navic jsme je pred chvili taky pocitali... iii) suma f'n musi konvergovat alespon lokalne stejnomerne - to je hlavni problem, kterej je treba vysetrit, dela se to stejne jako u sumy fn - melo by to zase jit weierstrassem - aspon doufam... to znamena najit supremum f'n pro x z (0,oo) - to jest nejvetsi hodnotu z limity k nule a k nekonecnu z f'n a hodnoty v extremech - ty zjistis pomoci druhe derivace, ktera je pekne hnusna.... vsechno stejne jako kdyz vysetrujes stejnomernou konvergenci sumy fn Tak to by byl tenhle priklad... ten prostredni by podle mne mel jit stejne - zase weierstrassem... nevim, co presne se tam melo delat, jestli jen zjistit stejnomernou konvergenci, tak to bude stejny.... Ten prvni priklad - tam si fakt nejsem moc jistej.... kazdopadne (4sin^2 (x) ) ^n <=> (2sin(x))^(2n) a to je geometricka rada, o ty neco vime.... kdyz bude 2sinx > 1, tak tahle GR jde do nekonecna... takze to podle mne asi nekonverguje (otazka je, jestli s tim neco neudela ta treti zavorka v sume - ta jde totiz do nuly, ale podle mne ne dost rychle, to je ale potreba nejak overit) kdyz bude 2sinx<1, tak jde GR do nuly, takze to asi vsechno bude konvergovat (suma (-1)^n ma omez.cast.soucty, ted to chce, aby posloupnost (4sin...)^n ( odmocnina z n...) sla stejnomerne do nuly, ta prvni zavorka se da odhadnout 1^n a ta druha zavorka jde do nuly nezavisle na x, takze stejnomerne; prvni je pro pevne x monotonni, druha na x nezavisi, takze taky, takze by na to na vsechno melo jit pouzit Dirichletovo kriterium ... a snad to teda konverguje stejnomerne...
